Bob -- at issue is that PDX is located behind a levy from the Columbia River. Thus, it's all "bottom land" and in a flood plain. I don't know how the airport does it (or Hertz for that matter), but I think that commercial gas stations don't want to deal with the possibility of having their tanks underwater in a flood.

The nearest gas stations are (1) on NE 122nd, south of Airport Way, about 4 miles SE of the rental car return or (2) on Sandy Blvd just east of the 205 Fwy (about 4 miles also, east on Airport, South on 205, east on Sandy from PDX). Number one is probably easier to get to and from, number 2 has a few more stations to choose from.

Remember also that with the laws changing in New Jersey, Oregon is the only state where you can not legally pump your own gas...
