There is no ST-operated lounge at CPH, but AF/KL provide ElitePlus (including NW and DL ElitePlus members in coach) with lounge access at CPH. Your latter if-then statement holds for CO-operated flights but it doesn't hold for the AF/KL flights out of there. Apparently, AF/KL are more generous toward SkyTeam ElitePlus members in coach than CO is.
