Not a direct answer to your question, just my experience: I once encountered serious problems to get award tickets to Tallinn. Ended up with 65k Fly-smart for HAM-VIE-TLL ("Tallinn - Where is that? - Never heard that before."). I finally gave up - Estonian air was more reasonable.
