This has nothing to do with Fly Smart, because FS awards are booked into the same inventory as all other awards. It could however be that award inventory in general is low on these routes due to LH yield management. LH flights to eastern Europe generally have very good load factors, so this would make sense.
And yes, open jaws are permitted. I have done that many times.
