first step should be to write a letter to LH and describing the situation and just asking for compensation according to EC regulation. Even if I don't expect that they will answer I would do it as a first step. Maybe there will be a surprise.

At least the german "LuftfahrtBundesamt" reacted promptly and in a professional manner when I was complaining about a cancellation of a KLM flight and the way the ground staff handled that situation. They will then ask the Airline what happened and why etc. Also they will send you a document with the EC regulation.
BTW: KLM also refused to book me on a LH flight in that situation and only offered KLM or AirFrance flights.
