LH's yield management works pretty good, much better than UA's for example, so I think they have a firm guess if they can sell additional seats in F (my guess e.g. is, that they will assume all award and nearly all upgraded ticket holders will show up, whereas payed tix (especially if booked far in adavnce) have a certain percentage of no shows.
