They've never actually assigned us the upper deck seats so I can't offer a comparison on this. However, the bigger overheads as stated previously have always been the winner, plus the fact that you (honestly) seem to get a different genre of people on the lower deck, especially on the 38J planes. IME, it tends to be older people/well-travelled couples and they generally won't sneer at the sight of a baby.
As for claustrophobic, this is what i'd heard too, but it wasn't an issue. I feel the seats sit a long way back and it was admittedly a bit of a squeeze getting out with the bassinette tray up, but it wasn't a problem.
Of course 14EF also means that you're both right there for the baby. 64B has the bassinette behind it, leaving whoever is in 64A to jump up first.
