I always find it's worth checking a variety of CDPs. On the whole, I find that my Diners Club CDP gives a consistently good discount, but occasionally others can trump it - it seems to depend on the rental country, size of vehicle you're looking for etc. I don't know if there is a "consistent" rule of thumb that makes one better than the other.
Costco CDP is available from the Costco website IIRC.
