Yes, they could...and if it were the first report they might get away with doing it. Nonetheless, this would either tend to
a. curb a pattern of disturbing behavior because the complaint would be enough to get them to "straighten up and fly right" (sorry, couldn't help myself

) or...
b. establish one in a series of incidents (which may already be ongoing) that leads to disciplinary action.
Overall, this would serve as an additional reminder to United about the poor quality of Mesa as a partner. Stories like this remind me how glad I am to have Skywest as the UX carrier on the routes I fly most!
