Basically, no.
They plan to build stands over the dock and expand a bit - but there will be no changes to the length of the runway. Mainly due to a combination of space constraints, and LCY seemingly having a reasonably solid commitment to being a good neighbour is also a factor.
And IIRC flight to the US, even biz jets, are specifically banned. As to why I have no idea.
