Every single chinese restaurant in the US/Canada is easily able to charge over USD 100 per person for food if they have any of the following items on the menu: abalone, shark fin soup, etc. Presumably your query is really: chinese restaurants that are refined/elegant/bling enough to charge that high for low-cost ingredients.

In SF: Tommys on Montgomery St. (very chic)
In NY: Mr. K's on Lexington Ave. (even chicer, but more like 200 pp).
In Toronto: Lai Wah Heen (Metropolitan hotel by city hall)
