The broad red areas mean "don't stop for any reason whatsoever, including taxis picking people up and dropping people off. If you do, we'll descend on you like a ton of bricks." Of course, no descending gets done.

The idea is to stop vehicles blocking the busiest junctions, and is extended to stop vehicles stopping to pick people up at major pedestrian crossings. The UK equivalent is probably the double red line.
