Law? I don't think so - perhaps the normal device used by developers to meet some building codes on usage of space... But it is true that most bigger developments from the last 10-15 years tend to have a pool and clubhouse of some sort - however, some of the "gyms" can consist of a couple of cheap static bikes and that's it...
