Yes, I think this the winner! Saturday, I walked from Shibuya to Omotesando, and noticed the red markings all the way...of course, my thoughts turned to this thread. My guess is they are a warning to pedestrians that the red area should be avoided. Or more specifically, they are warnings for stupid gaijins...note they aren't found in Shi'tamachi ped crossings.
