The time is not the problem, the problem is CI's online reservation system is too screwed up to book it for you. I usually call their reservation office instead.

JFK - TPE arrives at 6:05 in the morning, and they have a flight to SIN leaving three hours later at 9:05. Even if you missed that they usually have a later flight that leaves in the evening.
