I think for me, Indonesia, India, Singapore, Hong Kong, Thailand, Macau, Vietnam and Malaysia are consistently cheap.

Expensives are Japan, S Korea, W Europe (yes expecially Italy on a Sunday), Sydney and Toronto (from the airport where it is CAD16 just to go a few blocks).
