Bali is very cheap as is Fiji. For fully developed countries Greece is very cheap and I agree with Bensyd Hong Kong cabs are cheap and plentiful. I have no idea how those guys live in Hong Kong.

Cabs in Argentina are reasonably cheap but do not mention the Falkland war
