I was born near Haridwar and have spent many summers in Haridwar and Rishi kesh. Both Haridwar and Rishikesh are a lot more crowded and dirtier than what I remember. I am sorry I am unable to offer a recommendation although my last visit to Haridwar was in July 2006. The pcitures look nice, but I am not sure if it would look like it does in the pictures. What do you plan to see in Rishikesh?
