Assume single dollar-to-mileage conversion for all/most transactions.
Annual Fee (assuming base, since you mentioned blue) = $85

Equation: 0.02x > 85

Answer: x > 4250

So technically, if you plan a minimum annual of expenditure of $4,251.00 on the card; then the primary benefit of having the card (i.e., mileage gained) outweighs the cost of the annual fee.

In the real-world however, you should be able to spend much less and still come out on top, as many (if not most) transactions on the card will actually grant you double mileage.
Well, technically your math is sound, but you are forgetting opportunity costs and the difficulty of buying a ticket. I believe the card is usually a good deal. I had it until recently when I found out that my leisure travel will now be near non-existent due to the birth of my triplets. So I got rid of the card as it no longer suited my needs.
