I would take him to small claims court if he does not deliver on the refund. Hilton gets much of its timeshare sales touting its brand name and credibility--slimy tactics such as these should not be tolerated.

What, exactly, were the slimy tactics? The OP attempted to upgrade the Las Vegas package to a high-demand location and time period and it wasn't available, it happens. Even as an owner finding timeshare availability in Hawaii can be problematic, especially during high season. He's still getting a decent, but not great, deal on the LV trip, especially if they're putting him up in one of the timeshare units.
