Cincinnati:
I would skip the "Freedom Center Underground Railroad Museum" and head to the "Cincinnati Museum Center At Union Terminal". The Union Terminal is an awesome building with two great museums inside as well as an Ominmax theater. The Union Terminal is an architectural beauty built in the Art Deco style originally as a train station.
Cleveland:
Lots of great museums but I would check out "Playhouse Square". A complex of old theaters that have been restored and is second largest in the U.S. New York's Lincoln Square is the largest. With six theaters you can always find something to suit your tastes.
Toledo:
I second the "Toledo Museum of Art". With the "Art Glass Pavilion" being open now it will really be worth a visit. I will have to get back there to check that out myself! And best of all admission is free!
