Hahaha, I once went to a costume party with a cohort from grad school, she was (un)dressed as some kind of native "island girl" and she only had a thin, short grass skirt on. Other than that, she just had a bit of face paint to give her a 'native' look and a bit of body paint to give her a darker looking skin. She was already naked enough, but every time she would bend over, her skirt would separate.
At one point, the police showed up - I guess it was a pretty good party - and it was impressive that the officers managed to talk to her and keep their focus on her eyes.
I don't remember what my costume was, and I'm pretty sure no one else would, either!
