I'd say that as China Airlines isn't a SkyTeam member, none of the SkyTeam FF advantages apply. So IMHO what happened is correct.

BTW: you didn't fly DL, you flew on a DL codeshare flight operated by a non-ST airline. That unfortunately makes the difference.
