I suspect it's the ticket issuer that controls.

Recently I booked a RT award Europe-US-Europe using my Delta SkyMiles account (couldn't get any availability on the needed dates when I tried FB, go figure). To the US the carrier was DL, via ATL. Coming back, however, it was CO and AF through CDG. Yet, total taxes for the round trip were under $70, and no "fuel surcharges" that I could see.
