The bartender said he could buy a Y fare and trump everyone on the list, but he had already had a Y fare that he purchased the day before (at the time V was not available). I, on the other hand, purchased a T fare back in August and was number 1 on the upgrade list. When I got to the gate, I had a shiny new boarding pass for F waiting for me. The other GM on the Y fare didn't get the upgrade and seemed bummed. I was seriously considering giving him my seat in F, but then I thought, hey it's not my system I am taking advantage of

He definitely was more "deserving" of the seat than I and I think the new priority system may help in that regard.
Umm....according to the old rules, if the GM was on a full Y fare, he should have been ahead of you on the upgrade list.
Since he wasn't ahead of you, then that means there had been a major change to the rules that was already in effect back then.
IOWs, based on what you said took place.....a Y class fare will no longer help GMs or FOs beat PMs (even those on lower class fares such as a "T") for upgrades.
Then again.....IIRC, there was a lot of griping last year (even on FT) about GMs and FOs beating out PMs for upgrades by simply purchasing fares (Y,B and M) that were at the time upgradeable at booking.
Personally, I am glad that I requalified for PM....instead of settling for only being a DL GM while also achieving low level status (25K) on another airline.
