Cell phones and laptops do not need power converters. I haven't used one in years. They are already wired for 110/60 or 220/50. All you need is a plug adapter but not a converter. In many hotels in Europe there is a 110V plug in the bathroom for a shaver. Great if you forgot you plug adapter.

The adapter is only a small end that you plug your 2 prong device (cell or laptop) in and the other end plugs right in the wall.

As for the cigarette plug they are all standard.
