Always. That is US standard, carts are free only for int'l arrivals at some airports. Some company has the franchise for carts at most airports so it isn't about to become free (and airlines aren't allowed to offer free carts). Of course with the right luggage you never need a trolley, and there are always some unclaimed ones around that are free, if you cannot afford the USD 3.
