Yes, row 26 has noticeably more legroom than non-bulkhead seats. Yes, the seats recline fully.

The other advantage is that the middle seat is usually unoccupied if C-class is not full, so no one is next to you. 26C and 26F are the best two biz seats on the plane (other than row 15) in my opinion.

Never noticed any babies or kids, maybe because I am usually on trans-pac routes. Not to say it is not a possibility.
