Looking at Wikipedia on the matter of Lhasa and the railroad, it would seem difficult to find anywhere along the route to adjust. They emphasize the exciting parts, of course, but there seemed to be plenty of opportunity to travel at 15,000 ft, significantly higher than Lhasa at about 12,000. IIRC of course. Flying into a 12,000' environment shouldn't be too damaging to healthy people. Wiki said the Chinese oxygen-enriched the train cars rather than pressurizing them, btw. That seem odd. They were built by Bombardier, who should know how to accomplish that.
