I would also think it prudent if you are given a room which smells like smoke when you arrive, that you should report it to the front desk, even if you can tolerate the smell, to minimize the risk of being charged if the next guest were to complain.
Smokers take note: To avoid the $250 cleaning fee, don't forget to light up as soon as you get to your room, flush the physical evidence, then call the front desk to let them know about the smell
