Chertoff's problem-solving skills are extremely lacking. He uses harassment, intimidation, and unnecessary data mining as means to combat what he perceives to be threats. He also does not value individuals' civil liberties.
Why would he behave any differently with respect to suspected local internet terrorism recruitment?
