I was in the new business lounge last week - there was no wine, and upon asking about it was told there would be no wine. Thai employs this "policy" also in Kuala Lumpur - and possibly elsewehere. I totally agree it's bizarre.

They do however offer champagne in their first lounge in Bangkok (didn't check for wines).
