In many ways, the OP was actually lucky to find someone at a smaller station actually willing to deal with ticketing at all. I have *repeatedly* found that many of the smaller stations are refusing to deal with ticketing whenever they claim to be busy with checkins or other issues. Given that flights are usually turning around when you land at such stations, this means that often you can't do any voucher-based ticketing while on the road to such places...
UAL needs to let vouchers be used online. As for now, I've resigned myself to doing "ticket by mail" on the phone, or dealing with these issues at the biggest airports when I check-in.
