I would have pursued this, but the problem was that there was no tampering of the envelope, so the "loss" occured at the point of mailing.
As an aside, I've also redeemed RBC rewards points for gift cards, and they had sent them regular mail! I was lucky that time that nothing got lost. Redeeming points for gift cards is a bit like buying lottery tickets it seems...
