I gave one to a very kind FA on a GoJet recently. She thanked me profusely so I knwo she appreciated the effort I made.
They do - several of my colleagues have received them (while I have not *pout*
)
They go in the employee's file. But as others have said, letters go farther (at SkyWest we get a very nice certificate with a copy of the letter, and the copies of both are placed in our employee file), and because compliments/complaints are tracked, count towards our station rankings. GTEMs do not affect these tracking as they are not forwarded past the station level and/or logged by Corporate.
But nonetheless, it is greatly appreciated when someone takes the time to recognize someone who has provided excellent service
