Is there a place at FCO to buy SIM cards?

If not, what would be the next best and easiest opportunity?

I'll be staying -near- (not at) Hotel Degli Aranci - Via Barnaba Oriani, 11, Rome 00197, Italy. (Is there a name for this area?)
