Nope. The SPG T&C's currently list 19 Starwood properties that do not participate in SPG. See section 5.1 of the T&C's. The Le Parker Meridian is one of these 19.

In addition, there are also some properties that have limited participation but are not mentioned in the T&C's. The Aladdin, for example, does not provide fitness center access as an elite benefit and 500 points is the only option for the Plat welcome amenity.

SVO properties are also exceptions, but they are mentioned in the T&C's with some vagueness:
"All time share (interval ownership) properties and all properties with villas have limited participation in the Program."
