Yes, they seemed more "real" in the past. I don't know if that's true or only perception, but they were more strictly limited in quantity before and the recipients universally appreciated getting them.
To the person who said they might only be for 1P and above, that's not the case. I have been climbing the ladder this year (after a 10+ year hiatus from UA) from 3P and will make 1K in a few weeks, and have gotten a new batch of certificates each time.
