Point of clarification. FAR 91.21 covers the use of portable electronic devices (PED). While it states "no person may operate, nor may any operator or pilot in command of an aircraft allow the operation of, any portable electronic device...", the regulation does not state that a PED can not be worn, or that the PED must be stowed.
Let's be careful with using the FAR's as a catch all for any instruction or command given.
I am not sure what the FAR number is, as I am onthe road right now. I'll look it up when I get home tonight. But I have had an FAA inspector on several flights. He told me that they needed to be taken off and stowed.
Also remember the general directive given durring boarding; "All electronic devices must be turned off and stowed, untill further notified by the crew."
