Granted, the lobby is nice, but the rest of the place is a dump. I'm surprised it hasn't been torn down yet for a go-go bar to be built in its place!
The Atlanta is kinda a dump, but it is also kinda homey which is nice when you are on the road. And it costs less than twenty bucks a night. Also, it has one of the best restaurants in BKK (theoretically, you must be a guest to eat there, but, if you are nice and don't bring a bar girl along, you may be admitted). I usually mix up my stay with a few nights at the Atlanta and some at the JW Marriott, just up the street. If you stay at the Atlanta the JW makes a nice place to have breakfast in the coffee shop and read the English language press.
