As a PS point of view, for 5kgs, most airlines at that time normally let me go without paying fines at that time.
10Kg well, I was moving my stuff from one country to another. But you are right, they are playing within rules.
All I was saying is they can be as tight as QF metal J seats from SYD-LAX during X'mas
