Excuse me, that's just not right - at all.
I suppose you've never had to wear the contacts on a flight, in the dry cabin air - requiring moisture at risk of damaging the eye or contracting eye infection. Nor have you had to deal with "daily wear" (as opposed to "extended wear") that must come out before an overnight flight.
And before you say "just wear glasses", know that some folks that have had certain kinds of surgery can't see with glasses.... but contacts work. Nor can you say that someone who broke or lost their glasses (but have their contacts) would find saline "not medically necessary".
And yes, I've worn contacts for 20 years - both daily wear, extended wear, and disposable. Some of those are pretty pricy to replace if you can't store them in saline. And yeah, I've had to take them out in-flight before. I've also managed to break my glasses on the way to the airport, but (fortunately) I had my contacts to wear.
Before you, your bosses, or the TSA start making assumptions and rules about what is "medically necessary", perhaps you'll think to get some medical training. Your post is EXACTLY what is wrong with some government functionary making decisions without training.
