The same is true in Switzerland. Although if you are a money-laundering Colombian Drug Baron and you want to deposit a million or so I hear they make exceptions to the rule.

I think as long as you are an EU resident and citizen you could sue them. If you are mainly staying outside of Germany I would try one of the direct banks.
