Regardless of the wisdom of adding a label carnival to the baggie carnival, it is unquestionably wrong that TSA would implement such a label requirement without stating it clearly on their website. The website is insistent about pax having "ONE" quart or less bag (emphasis TSA's), and it should be made equally clear on any label policy.

All of these problems and the resulting complaints could have been avoided by TSA allowing any container that would fit inside the quart baggie, and the "reduction" in security would be negligible or nonexistant.
