In TO, most of the cabs are metered, so you'll probably be on a meter to the airport from downtown, unless you can negotiate a flat rate in advance from the driver. A limo service would probably work out about the same from downtown to YYZ, as the limos have flat rates and a rate card by zones to the airport.
