Am I right to assume there are local taxis in Niagara Falls area; we need a taxi to get from the train station to our hotel

Toronto Taxi : I read from somewhere the fare from YYZ to downtown is fixed but the airport website doesnt say so. Is there a surcharge for late night rides ?
