By "design", the line on the right side for the main bank of gates is for crew, first and business class passengers and is not supposed to be used by elites in coach or other coach passengers. However, in the past two years, I've never seen CISF at DEL make an issue of status and send anyone to the back of another line for not having a business/first boarding pass; so coach passengers continue to use the first/business line too. That said, anyone cutting the line on the far right side is cutting the line and will generally be doing so in front of other business/first class passengers.

Airline reps will pull people out of lines and up to the front to cut lines if the flight is boarding. Probably a way to do it without getting some nasty stares is to have the airline reps escort to the front, if needed.
