According to the example, the double miles (plus WBC bonus miles) are for J/C/Z fare classes in Coach -- there could be some argument about whether 22,950 miles are adequate compensation for a downgrade YYZ-DEL. The T&C does clarify that J/C/Z fares in WBC also earn double miles.
