My past two trips to Sweden, I've had about 4-5 hours between my arrival flight and my train to my final destination. I would fly in, grab my bags, hop onto Arlanda Express to Central Station, store my bags (which you probably won't have to do), then head out into Stockholm.

If the weather isn't awful, then just take a walk around Gamla Stan (Old Town). It's about a 10-15 minute stroll directly south of Central Station. The Royal Palace is located there, and you might be able to take a tour (can't remember how much it costs). The Grand Hotel is northeast of Gamla Stan on the other side of the "harbor".

You should have no problems spending 7 hours in Stockholm.
