C'mon, given the multimillion-yen prices of those fish and the split-second style the auctions are conducted, any mistakes can cost a pretty penny...
There's also been a lot of talk bout moving the Tsukiji market out into the 'burbs somewhere, where land is cheaper (the current location is around the corner from the Ginza!) and tourists are fewer, but AFAIK this isn't actually happening. Yet.
